Colorado is facing a significant teacher shortage that has only been exacerbated by the COVID-19 pandemic. Traditional teacher training programs through universities are struggling to  produce enough teachers to respond, and the average length of time that new teachers stay in the profession is declining. 

Within this environment, the nonprofit, Public Education & Business Coalition, has created the PEBC Teacher Residency, a clinical Residency program based on the medical residency model, which has a 20-year track record of training exceptional teachers who stay in the profession far longer than the national average. PEBC has been engaged in a feasibility study to utilize a creative impact investment model (Pay For Success) as a strategy to grow and sustain this program as a strategy to address the shortage.
